Conservation Commission
Meeting
June 3, 2004

Peg Arguimbau Chairman, Hank Langstroth, Katherine Roth, and Stephen Cremer were the members present.

8:00 p.m., Hearing Continuance, Abbreviated Notice of Resource Area Delineation, AvalonBay Communities, Inc. Proposed approval of the boundaries of wetland resources on the property at 361 and 363 Norwood Street; 60 and 80 Edge Hill Road. DEP # SE-280-450:

Dennis Lowry, wetland consultant from ENSR and Scott Dale representative from AvalonBay Communities, Inc appeared before the Commission. Abutters were also present. (See attached list).
Dennis submitted a revised plan dated 6/1/04 to the Commission. The plan reflects the revised wetland lines proposed by wetland consultant Mario DiGregorio.
Dennis reviewed the topography of the proposed site to the Commission:
Norwood Street extending eastward to Edge Hill Road is an open field.
An intermittent stream on the site discharges into the wooded wetland in the back
portion of the property and empties into a tributary at Traphole Brook.  
There are two resource areas located on the proposed site. A BVW is located at the
eastern portion of the site and a BVW is located underneath Edge Hill Road.
Dennis stated to the Commission that there is no evidence of a 100-year flood plain, perennial stream flow, or a defined river on the proposed 40-B site.
As requested by the Commission, consultant Mario DiGregorio reviewed the wetland lines at the proposed site. Greg and Dennis Lowry were present for the inspection and agreed with the modifications made by the consultant. The expansion of the following wetland lines were recommend by Mario DiGregorio:
The wetland line along the hillside on the eastern portion of the site.
The wetland line along Edge Hill Road.
The wetland line on the abutting property.
The Commission explained the State regulations regarding wetland setback requirements to the abutters.
Copies of the revised plan were presented to the abutters upon request.
The Commission determined that the submitted revised plan accurately reflects the full extent of the resource areas on the proposed project site.
Peg called for a motion to accept the wetland lines as shown on the revised plan dated 6/1/04.
Katherine Roth moved. Hank Langstroth seconded. Voted. Unanimous.
Peg called for a motion to close the hearing and to issue the Order of Resource Area Delineation per submitted plan.
Hank Langstroth moved. Katherine Roth seconded. Voted. Unanimous.

8:00 p.m., The Commission reviewed proposed soil testing plans for the Glendale Village 40-B project.

The Commission reviewed the soil-testing program submitted by Norwood Engineering.
Leaching basins and above ground detention basins are proposed for the 40-B project.
The Applicant is requesting to perform soil tests in nine locations of the proposed site without filing an application with the Commission. (The DEP Wetland Protection Act exempts testing activity within the 100' Buffer Zone).
The Commission agreed to schedule a meeting for June 17th with the Applicant to discuss the following concerns regarding the proposed soil testing:  
Eight areas proposed for soil testing are located within the 100' wetland buffer zone.
The ability for construction equipment to safely achieve access along the 12' slopes
of the proposed site in preparation of the soil testing plan.

8:30 p.m. Cliff Towner - Water Issues:
WMAC Member Lealdon Langley was present in the audience.

Cliff presented a brief overview to the Commission for a proposed project to improve the groundwater recharge in Town by utilizing natural vegetation.
The only water that drains into the Town is one seasonal stream at the cranberry
bogs located at Rte. #95, which goes dry in the summer.
100% of the Town's groundwater is dependent upon rainfall. The twelve aquifers in
Town drain out into other towns located at lower elevations.
The water in the catch basins in Sharon drain into pipes that empty into our streams
and then it disappears.
Last year the Neponset River Watershed recorded the lowest flows and highest
peaks since 1930.
In 1964 a drainage ditch was built behind Sharon Heights that continues along the
railroad tracks to Billings Brook. The ditch was built to divert the high groundwater
during the spring to prevent the failure of septic systems.
Atlantic White Cedar Trees in the Cedar Swamp have died because the swamp has
dried up.
The initial sites selected for the rehabilitation project: the drainage ditch behind Sharon Heights, Sucker Brook, and Billings Brook.
Cliff is requesting the support of the Commission and other Town Departments before meeting with the Selectmen to discuss the funding of the rehabilitation project.
Cliff to report back to the Commission.

9:05 p.m., Rabbi Chaim Wolosow - The Chabad Center of Sharon, DEP# SE-280-445:
Rabbi Chaim Wolosow met with the Commission to discuss the original N.O.I. filing dated 8/7/03, for a restoration project for stabilizing the disturbed areas of the inland bank slope and vegetation at Lake Massapoag.
The Commission determined that the disturbed areas of the inland bank slope and vegetation at Lake Massapoag be restored with native plant species.
Rabbi Chaim Wolosow to coordinate the project with Camp Gannett.
Peg called for a motion to close the hearing with the condition that by September 30, 2004 the restoration project of the inland bank slope and vegetation at Lake Massapoag will be completed with the help of Greg and the agreement made with Camp Gannett.
Stephen Cremer moved. Hank Langstroth seconded. Voted. Unanimous.

9:15 p.m. General Business:

The Commission received and approved the revised plan for David Elman 25 Sturges Road.
DEP# SE-280-453.

The members of the Commission reviewed the proposed changes to the DEP Wetland Regulations.
The DEP is accepting comments through September 28, 2004 prior to adopting the final regulations.
The Commission to discuss this issue at their meeting on June 17.
